Delphi Construction Joins IBA and Community Partners to Celebrate Groundbreaking of Casas Borinquen in Boston’s South End
Rehabilitation of 10-building affordable housing community continues IBA’s legacy of resident-led urban development
Delphi Construction joined with IBA—Inquilinos Boricuas en Acción—local officials, and community members to commemorate the groundbreaking of Casas Borinquen, a transformative rehabilitation project that will preserve and modernize 10 buildings of affordable housing in Boston’s historic South End.
The project includes a combination of moderate and major rehabilitation efforts. Nine of the residential buildings will undergo selective renovations, including kitchen and bathroom upgrades, door replacements, new exhaust systems, painting, and mechanical improvements. One building at 403-405 Shawmut Avenue will see a major transformation, including extensive structural updates. Across all buildings, work will include masonry and roof repairs, window refurbishments, and the addition of new stormwater and sprinkler systems.
Rooted in the legacy of community activism that began on Parcel 19 in 1968, this project reflects IBA’s continued commitment to empowering low-income residents and maintaining affordable housing in the heart of the city. Casas Borinquen sits within Villa Victoria, a nationally recognized example of resident-led urban renewal and cultural preservation.
“It’s an honor to be part of this important chapter for IBA,” said Corey Heaslip, Vice President of Project Development at Delphi Construction. “Casas Borinquen is more than a construction project, it’s about honoring the legacy of those who fought for this community and building homes that reflect the dignity and strength of its residents.”
Representatives from IBA, Davis Square Architects, and other project partners joined in celebrating the milestone, reaffirming their shared commitment to equitable housing and inclusive neighborhoods.
